I do not see all of that in the bill as presently written.

More committee members - The bill proposes a new "Outdoor Heritage Advisory Council" within the NC Wildlife Resources Commission consisting of eleven members appointed by the Senate, House, Governor, Commissioner of Agriculture and Wildlife Resources Commission. Duties will be to advise "State agencies and the General Assembly on the promotion of outdoor recreational activities".

Tell club to get rid of members - The bill directs the Wildlife Resources Commission to review current law regarding persons convicted of criminally negligent hunting and determine if current suspension provisions should be expanded or amended. It also directs the Commission to consult with organized clubs and public interest groups and "propose recommendations to address individuals who repeatedly violate club rules and regulations" and "report its findings and recommendations to the 2015 General Assembly when it reconvenes in 2015".

Three tickets and suspension - The bill does include a two-year suspension for conviction of several serious violations of game laws including three convictions for trespassing. Most hunters will agree that the violations cited in the bill should require suspension of hunting privileges.

Close property to dog hunting - I see no mention of closing any property to dog hunting of any kind in the bill. The bill does state that "it is further the intent of the General Assembly to encourage cooperative and neighborly agreements between landowners and hunters to allow legal retrieval of hunting dogs". It does state that a landowner "owes that hunter the same duty of care the person owes a trespasser". This will give the landowner some protection against civil liability when a hunter is retrieving his dog with permission.

The bill does allow Sunday hunting except for migratory birds; using dogs for deer hunting on Sunday is prohibited; hunting within 500 yards of a church or residence not owned by the landowner is prohibited; no Sunday hunting in a county with a population of greater than 700,000. The 500-yard rule for residences is somewhat excessive since theoretically it will require someone to be in the middle of a 200 acre tract with no houses (other than the landowner) in the tract.

The bill is not perfect for all hunters but something is going to change and this may be the best compromise. I have dog hunted in SC for the past 25 years where Sunday hunting is permitted. Most dog clubs (including ours) do not dog hunt on Sunday even if the first or last day of the season is on Sunday. Sunday hunting seems to keep the still hunters happier in our area.
