    Thanks for the prompt response. It's comforting to know that this criteria was not based on any competition level.

    On the other hand, I know that it is nearly impossible to develop a metric that is perfectly fair to everyone, however, it seems that if a person in region 2 takes the same 10 dogs to several hunts, that person has a better chance of placing some of those 10 dogs several times as opposed to someone doing the same in region 1. If someone in region 1 takes the same 10 dogs to several hunts, his chances of placing some of those 10 dogs in several hunts are much less. Thus, someone competing in region 2 has a much greater chance to finish high in the leaderboard.

    Establishing Regions was one of the most “fairest” ways proposed to begin a program like this. There was no way a single entry level could be established to make it 100% fair for every hunt or hunter to parti****te in. This program was born on the fact that multiple request continue to be presented to the Leaderboard for “Grade” increases each year. We decided to answer the call, but so that we were not regarded as judgmental and discriminatory, we had to establish a program and outline that would allow all Grade 3 hunts the same fair opportunity. “Fair to All”. And Yes, Virginia was taken into consideration and discussed. We established the program but we don’t decide how hunts are set up; the individual hunt board of directors (BOD) does that. By Virginia law, pens can only have 1 hound per 2 acres. For the 3-4 pens with established 3 day hunts, the minimum number of entries is 200+. So, in reality, all 3 day hunts in VA has the opportunity and can comply with the minimum 150+ AA entry limit and it will be up the individual hunt BOD to decide if they want to run a 1 class or 2 class hunt.

    Why change rules for dog counts. The east coast cant help it if there is more dogs here sounds like the east coast maybe getting penalized for having more hunters.

    The Leaderboard attracts much attention as being the best metric out there for recognizing the best hounds and hunters each year, and I commend the leaderboard committee for responding to the request to allow certain hunts to be able to transition from a grade 3 to a grade 2 hunt.

    If the goal of the leaderboard committee is to make it equally attainable for hunts across the country to be able to parti****te as a proposed "franchise" hunt, then establishing regions may have been necessary. However, the proposed criteria, as it is now, will clearly have a disparate impact on the hounds and hunters in region 1 trying to compete for the top of the leaderboard. This, in addition to the much greater monetary commitment for hunts in region 1 to parti****te as a franchise hunt, is hardly fair or just.

    I challenge the leaderboard committee to amend their proposal for establishing franchise hunts so that everyone competing, regardless of geographical location, for the leaderboard is on a level playing field.
