spots on dogs ankels?

Some of my dogs have one dime sized spot on the outside of their ankles. I have used a few different medications to try to get rid of them. I have also been giving them antifungal pills from the vet and nothing is working. If anybody can tell me what this is and how to get rid of it I would appreciate it. Thanks in advance.
