I would suggest that you try to catch him in the act, photo with digital camera. Contact the Environment Agency with the photo. Your local Environmental Health Officer cannot deal with this, he will have to notify the EA anyway. I took this action against Anglian Water and they were threatened with prosecution by the EA. They are still under threat and are replacing the sewage pumping station this Summer OR ELSE.
