nuisence neighbour

HELP!
I have a neighbour that is intent on killing my garden (no proof), and keeps pouring petrol onto my plants. The latest VICTIM is a seven year old Victoria Plum tree, the petrol has soaked into the bark, and the soil around the tree is saturated. I am removing the soil, but wonder if there is anything I can do to offset the effect on the bark.
