Now, Kether is the top of the tree, the most holy of holies, that which is closest to and the home of the Universal Cosmic Intelligence. Malkuth on the other hand, is Earth, the place where all thought from God becomes material.
Also, when he sings of "the European Canon is here", he's saying the "Canon", or the significant religious figure, from Europe is "here" A Canon is like a bishop in the Catholic church, the Canon in Judaic religion. Bowie studies ancient judaic religion for years.
