Invitation to Tender Consultancy Services: Mozambique Education Sector




The Ministry for Foreign Affairs invites Tenders for providing the supporting Consultancy Services for the implementation of




MOZAMBIQUE: Support to the Education Sector for Years 2003-2005




Finland has been involved in supporting the education sector in Mozambique from the beginning of the 1990s. The new three-year project of Finnish support is built on the activities that have been carried out under previous programmes and takes into account the evolving context of the The Education Sector Strategic Plan (ESSP). Project consists of three components: 1) Educational assessment 2) Support to the Education Sector Strategic Plan of Maputo Province and 3) Support to Chimoio Agricultural Institute in transition to sustainability. Estimated budget is 11,59 million euros of which the grant by Finnish Government is 10,44 million euros.




The overall objective of the programme is improved level of education and training of the people in Mozambique.




The programme purpose is to support increased access to basic education in Maputo Province, particularly for the rural population, females, and children with special learning needs, improvement of the quality of primary education nationwide in Mozambique, and development of agricultural training in Mozambique.




Technical Advisers to be provided by the consultant company are as follows:




1) Financial adviser, Provincial Directorate of Education of Maputo Province


2) Building adviser, Provincial Directorate of Education of Maputo Province


3) Social Anthropologist, Provincial Directorate of Education of Maputo Province


4) Project Coordinator, Chimoio Agricultural Institute


5) Specialist/Teacher in Wildlife, Chimoio Agricultural Institute




The Tender Documents are available in the reception of the Ministry for Foreign Affairs, Katajanokanlaituri 3, Helsinki from Monday 26th August, at 9.00 hrs. An information session on the project will be arranged on Thursday 29th August, 2002 at 14.00-16.00 hrs at Kehitysyhteistyöosasto (Rahapajan luentosali), Kanavakatu 4, 00160 Helsinki.


Consultant companies interested in tendering are requested to inform their intentions before Friday 6th September, 2002 at 16.00 hrs in writing.




The tender shall be submitted by hand or registered mail, and it must be received by the Security or the Registry of the Department for International Development Cooperation not later than Friday 4th October, 2002 at 16.00 hrs. The tenders should be addressed to the Ministry for Foreign Affairs, Unit for Southern Africa/Laatu, Katajanokanlaituri 3, FIN-00160 Helsinki.
